In 1973, the Relf sisters, ages 12 and 14 were sterilized without their consent or informed consent from their parents who thought they were receiving temporary contraception. During the trial against the U.S. Department of Health Education and Welfare, it was found that 100,000-150,000 people of low-income were being sterilized each year under federally funded programs.
