What is Title X?
Federal funding for sexual and reproductive healthcare
Every Body Texas is the statewide Title X Family Planning administrator for Texas.
What is Title X?
Title X is officially named the “Family Planning Program.” It launched in 1970 as part of the Public Health Service Act. Title X is the only federal grant program aimed exclusively at helping people access family planning services.
Title X is built by communities for communities. The Title X grants provide contraceptive services, supplies, and information to anyone who needs them. Title X also expands access to breast and cervical cancer screenings and STI prevention, testing, and treatment.
Title X is meant to help anyone, but it prioritizes people who live in or near poverty. According to the Family Planning Annual Report, for many people in the U.S., “Title X providers are their only ongoing source of health care and health education.”

Who can receive Title X services?
Anyone who can cause a pregnancy or become pregnant can be a Title X client if they are receiving Title X services. That includes:
- People who can’t afford to pay for healthcare
- People without health insurance
- People who don’t have government-issued identification
- Adolescents seeking reproductive health care, such as testing and treatment for sexually transmitted infections (STI), pregnancy testing, an annual pap exam, and information about birth control with or without parental consent. People younger than 18 years old currently need consent from a parent or guardian to be prescribed birth control.
